Students, parents, teachers, principals, the wider community and the policy makers often have unclear understanding of the purpose of LOTE, and good cause to doubt the effectiveness of the strategies proposed.
(These kinds of issues were cited in the LOTE Report as the reasons for program failure about 20% of the time.)
The Primary Esperanto Strategy can inspire the community's commitment for long enough for the children to become bilingual by being unusually fair, effective and accessible to the linguistically disadvantaged.
