Tathra River Estate History

1981 First allotment purchased at TRE Stage 1, with 62 lots available.

1990 – Various developments proposed, including a 336 lot development for TRE 2, another at 320 & another at 500 lots.

1997 Tim Samways of Linkwood Nowra P/L purchased TRE 2.

2000 Auction sale of TRE 2 land – but no bidders.

2004 Canberra Investment Corporation (C.I.C.) took up an option to develop TRE 2 for the owner.

Feb 2005 C.I.C. representatives addressed a meeting of Tathra River Estate Residents Group to present their initial ideas about a development of TRE 2.

Aug 2005 The Draft Tathra Structure Plan was brought down by the BVS Council.

Jan 2006 BVS Council decided to assess 5 development options for TRE 2 in a Local Environment Study. Further that Option 2 – low density expansion of 100 – 120 lots -- be the primary focus of the L.E.S. In evaluating these options, C.I.C. stated that their preferred option was one recommending up to 300 dwellings (Option 3, later to become Option 3b).

Jan 2006 BVS Council advised the Minister of its concern that limiting assessment of TRE 2 to the "3rd Option" of 300 lots as the sole option, would be a serious over-development.

Oct 2006 Because the options all involved major development in a sensitive coastal area, the project falls under Part 3A of State planning laws, meaning the state does the assessment and approval, whilst the local council determines the necessary rezoning. The South Coast Sensitive Urban Lands Review Panel, chaired by Andrew Refshauge (ex Deputy Premier), brought down its recommendations for up to 300 dwellings. At a Public Review Panel in July, 5 parties were allowed to speak. A majority expressed their concern about the proposed development at TRE2.

2007 BVS Council resolved that the re-zoning process ( Local Environment Plan) be held in conjunction with the exhibition by the State Dept. of Planning of the development proposal for the land as presented to them by C.I.C.

Jan 2008 Tathra residents concerned about the TRE2 development formed Tathra Action Group (TAG).

April 2008 The Bega River Estuary Management Plan was presented to the public after a number of years of preparation by six government bodies. See BREMP page for key points about development on the river/estuary.

April 2008 Public Meeting at Tathra Hall concerning development at TRE 2. Almost all views were very much against the development as recommended by the Regshauge Panel.

May 2008 BVS Council resolved that in respect of TRE 2, they believed the recommendations of the Refshauge Panel of up to 300 dwellings, may be more than four times what the land could appropriately accommodate.

June 2008 TAG presented a petition with over 2500 signatures opposing the development of 300 dwellings at TRE2, to the Member for Bega, Andrew Constance. Petition tabled in Parliament.

June 2008 TAG committee met with C.I.C. representatives for briefing on their plans. C.I.C. made no commitments, but did say that they still preferred a large scale development.

Aug 2008 TAG joined statewide confederation opposing inappropriate development. Rally Against Inappropriate Development in N.S.W. held at Mogareeka, in conjuction with other rallies across the state.

CURRENTLY: C.I.C. is firming up their proposal, based on parameters given to them by Planning and Environment Departments. No information is available to the public.

COMING: When C.I.C. has finalised their proposal via submission to Dept of Planning, the Director determines its adequacy, then holds a public exhibition for a minimum of 30 days and invites public comment. The environmental assessment is made available for inspection. Written submissions are invited. Public sumbmissions may be acted upon by the proponent. The Director makes an assessment report for the Minister of Planning. The Minister makes a determination to approve or disapprove.
