Background

On Wednesday 2 August a meeting was held at the Bega Valley Shire Council’s office to discuss a trial traffic flow proposal put forward by Mr Andy Gaudiosi of the RTA’s Wollongong office. 

That meeting was attended by Mr Gaudiosi, the local traffic committee (Cr Fraser Buchanan, Snr Constable Daryl Redmond, Mr Phil Astbury, Ms Di Swane), MACCAT (Mr Denis Parkes and Mr Graeme Wykes) and MAC (Ms Liz Akmentins).

The Proposal

The proposal is to put to Council for consideration and implementation a trial change to traffic conditions in Market St, Merimbula (between Main Street and Monaro Street) aimed at enhancing the flow of traffic in that critical zone of the CBD. 

The proposal involves the use of ‘no stopping’ zones (24 hour) and ‘no parking’ zones (6:30am to 6:30pm), relocating the north bound Bus Stop (from Centre Point to immediately north of the pedestrian crossing blister) and creating a ‘no right turn’ from Beach Street into Market Street.

The trial is a low cost option that would run from the first week in December 2006 for 6 months and would then be evaluated.  If successful, it could well become Stage 1 of a series of measures to address traffic flow and parking problems currently identified as the major issue in Merimbula’s CBD.

After conceptual explanation and some discussion the group conducted an ‘on site’ inspection with further discussion.  That process revealed that considerable congestion is caused by:

  • Vehicles stopping in Market St to allow parked cars to vacate parking spaces.
  • Vehicles reverse parking in the on street parallel parking spaces
  • The lack of ‘slip lanes’ for traffic turning left or right
  • Vehicles making right turns from Beach St into Market St
  • The northbound bus stop is poorly located as it inhibits traffic flow in relation to Beach Street.

The onsite inspection also revealed that there are several points of non compliance in Market St where the parking (and Loading Zone) signage does not provide minimum legal distances.  These anomalies must be rectified and will require the removal of 4 car parking spaces.

It was unanimously agreed that the proposal put forward had the potential to greatly reduce traffic congestion and would benefit businesses, the public and visitors alike.  MAC and MACCAT representatives undertook to discuss the proposal with their committees and advise the Traffic Committee of overall support (or otherwise) within 2 weeks.

MACCAT Position

The MACCAT executive met on Wednesday 2 August and discussed the proposal.  It was unanimously supported in principle and a sub-committee appointed to evaluate issues and solutions in support of the trial.

In addition to what was proposed by Mr Gaudiosi, MACCAT suggests that the left turn from Market St into Monaro St should be permitted with caution on a red light.

MACCAT Solutions

Should Council implement this trial, MACCAT will promote it to its members and to the public.  To that end, MACCAT proposes to:

1.Fund a “courtesy bus” to service the township in the January tourist season and thus reduce the demand on CBD parking.

2.Conduct a campaign to encourage business owners and their employees to park ‘all day’ further from the CBD car parks and free up considerable off street parking for shoppers.  This co-operative action from business owners and their employees will cover the losses in Market St.

3.To locate and promote “all day” business car parking spaces which are convenient to the CBD.

4.Use the MACCAT website to promote the trial and seek feedback, collect and compile public and business community comments for use in its evaluation.

Foreseeable Issues

MACCAT endorses the implementation of the trial traffic changes in Market St and acknowledges:

  • The northbound bus stop to be permanently relocated to immediately north of the pedestrian crossing lights.
  • A combination of “No Stopping” and “No Parking” restrictions to be trialled in Market St to create “slip lanes” for turns into Beach St, Merimbula Drive and Main Street
  • The “No Stopping” to apply at all times
  • The “No Parking” to apply daily from 6:30am to 6:30pm
  • A “No Right Turn” restriction to apply from Beach St into Market St
  • Four car parking spaces to be removed from Market St to comply with the legal requirements for traffic flow
  • Approximately 16 day time (about 8 evening) parking spaces to be forfeited from Market St to achieve the proposed traffic enhancement (nb MACCAT Solution 4).

In conclusion, MACCAT fully endorses the proposed trial and will assist in promoting the value of a trial process and further analysis. 

Furthermore, MACCAT will implement actions to offset the loss of Market St car parking spaces both for the January tourist season and for the entire period.

MACCAT proposes that the trial also include a “left turn with caution on red light” from Market St into Monaro St.
